Debbie has loved animals since she was a child growing-up in Florida. While raising her son,
she had a 35 year career as a licensed nurse working in hospitals, medical offices and as
Director of Medical Services at a mental health center. Upon retiring from nursing, she went
to work for a Wooster-area veterinary hospital. It was from her experiences working there
that she recognized a need for an organization that could help pet owners pay for medical
care in times of financial stress. After researching the availability of such organizations and
deciding there was a need she founded GivePetsAChance, Inc. She lives in Wooster with
her husband Ray, her dog Pebbles and her cats Dusty, Foster, Mini, BC, Cowboy, Charlie
and various strays that will show up for a free meal now and then.
Sam Hibbs

Sam is a Wooster native and graduate of the Ohio State University. He is the former Director
of Communications for the Ohio Department of Mental Health. He retired in 2006 after 33
years of service with the State of Ohio in Columbus and returned to Wooster. He and his wife
Peggy, also a Wooster native, have been active in therapy-dog work for the past 10 years.
They currently have three dogs, Molly, a five-year-old Newfoundland who is a registered
therapy dog, Mikko, a five-year-old Shar Pei, and Mason, a one-and-a-half year old
Shepherd-Rottweiler mix who is in training to become certified as a therapy dog

Ray shares a love of animals with his wife, Debbie. Together they have lived in Florida,
Idaho, Oregon and Ohio where they raised a son. Ray graduated with degrees in biology
and biochemistry before becoming a faculty member at Ohio State University in 1985. In his
various capacities at Ohio State, Ray has supervised faculty and staff, while responsibly
managing multi-million dollar annual budgets. For GivePetsAChance, he develops the
annual budget, tracks income and expenditures, maintains fiscal and Board records, and
files tax statements to retain the organization’s non-profit status.
NewHeart1293 ~ Is a disabled volunteer that assists GivePetsAChance by maintaining our
website. Besides supporting animals, Newheart1293 also supports organ donations and
speaks with organ recipients while they are hospitalized. NewHeart1293 was also a past
President of GivePetsAChance. NewHeart1293 can be contacted through email at
